    Catholics were not allowed to bear arms, but they subscribed to the funds of the Volunteers and were admitted into their ranks.
    In the year 1782 the Volunteers of Ulster at Dungannon, Co. Tyrone passed a resolution by Henry Grattan. It was "As men and as Irishmen, as Christians and as Protestants, we rejoice in the relaxation of the Penal Laws against our Roman Catholic fellow subjects, and that we conceive the measure to be fraught with the happiest consequence to the union and prosperity of the inhabitants of Ireland". When the Volunteers met on April the 16th in the year 1782 they had become so powerful
