  1. There is all over Ireland a class of people who live continually travelling from place to place camping along the road. These people when they come to a village or town often annoy the people by going house to house begging and probably getting drunk and fighting among themselves. The guards also have often trouble hunting them from place to place as they travel in large numbers. When they camp along the road they cause trouble to farmers by letting their horses wander to his fields and destroying his crops and fences. Sometimes
