It was the last week of the Session and there was no time to be lost, so Tully wrote out an Amendment drafted by Carson and put in on the notice paper of the House for the following day. The trouble was then to get it adopted by both Houses - the House of Commons and the House of Lords. Tully had no trouble in getting it on the notice paper in the House of Commons, but the Noble Lords were a different proposition. He went to two or three of them and they promised to help him in any way they could. The House was to rise and adjourn in a few days time. He managed to get
