    There was no "meas" on anyone who hadn't started sticking his potatoes before Patrick's Day.
    The oats was never started till after Patrick's Day no matter how fine the weather was. To set oats before Patrick's Day "was only for the Crows" they used say.
    But for the potatoes it was considered a person would have no luck with his potatoes if he had not some handful set before Patrick's Day. It was something like that the person wouldn't be there to finsh them out - whether it was to finish setting them or to dig them. I don't know but it was some meaning like that they had for saying that they wouldn't be lucky. They were called the "Cuckoo Farmers"
